[rekonq] Patch:Open Home Page when Opening new tab

As per the subject. Minor modifications to add an option for opening the defined 
home page when creating a new tab. Option lives in the general page and 
defaults to false (current behaviour).

Feel free to reject out of hand :) But I thought it might be nice, its an 
extension I always add to firefox.
