Plasma CI Health Check (September 21, 2026)

I'll remove this Qt6.10 job, Plasma in CI now requires Qt6.11 for the 
Plasma 6.8 release. Anyone can remove the next suse_tumbleweed_qt610 
ones that pop up. Unless someone has the time to go through and remove 
them from all Plasma jobs in the meantime.
