Plasma 6.8 soft freeze: preparation

I have two things in flight that I would like us to land after the freeze.

A massive latency boost for krdp:

It's self contained between these two repos, but it does have new API.
It makes a big difference when streaming though.

A new operating mode for krdp to close the host monitors.

This is only 77 lines in the end, but with a big impact. I need to
workshop some UI text, but I think that's the only blocker.
