Proposed schedule for 6.4

Hi all,

I've drafted a schedule for 6.4 at

https://community.kde.org/Schedules/Plasma_6#Future_releases

Things I tried to consider:

- 3 releases per year - this should put the release of 6.4. around 4 
months after the release of 6.3

- 3 "Betas" (as per 
https://invent.kde.org/plasma/plasma-desktop/-/issues/52#note_1066435 ) 
- though I'm calling the first "soft-feature-freeze-release" an "Alpha" 
on the wiki

- The first Beta (in my proposal) is on the thursday following a 
corresponding Frameworks release (as per 
https://community.kde.org/Schedules/Plasma_6#Beta ) - this means, the 
first Beta is on a Thursday following the second Friday of a month

- Minimal overlap of 6.3.X and 6.4.X (even Alpha/Beta releases)

Trying to balance these considerations, I ended up with the proposed 
schedule.

Based on those considerations, I also have schedules for 6.5 / 6.6 on my 
local PC, I could add them to the wiki if that's of use.

About Qt version: This probably depends on the actual availability 
(schedule is at https://wiki.qt.io/QtReleasing and would mean 6.9 
'should' be available) and on the availability of that release for CI?


Disclaimers: I always understood the repository and "soft feature" 
freeze to be an Alpha release, then the "hard-feature-freeze, 
string-freeze and soft-UI freeze" a beta.
I'm not trying to nitpick nor am I set on any of those definitions / 
semantics, I just hope to create a schedule that works for everyone 
involved and take that work load off of someone else.
I'm also not in any way involved with any distribution and only ever 
commited three super-minor merge requests (and not even to Plasma), so 
I'm by no means a developer - so I'm not doing the heavy lifting, just 
trying to be helpful. If it's not helpful, please let me know, I won't 
be offended.
