CI that doesn't run on MRs

Before we make a change, lets discuss it a bit more.

I'm 100% sure that draft is not an option that will work for us. We've
already discussed it previously.
We'll be back at the original state where CI is running on too many
pointless things again.

The current state is not perfect, but it's not worse than before. I
don't want us to just flip-flop forever.
