In general, formal feature requests or design change requests belong in 
https://bugs/kde.org, while design suggestions you'd like to share for 
discussion can be brought up with KDE's VDG group; see 
https://community.kde.org/Get_Involved/design.

I'll leave up to you as to which avenue you'd like to pursue.
