Plasma 5.27 feature freeze exception request

Hello fellow Plasma devs,

I'd like to request a feature freeze exception for 
https://invent.kde.org/plasma/plasma-welcome/-/merge_requests/42. If 
merged, this will improve the autostart behavior of the welcome center 
app so that we have adequate metadata set for the following Plasma 
version. The changes are fairly minimal and will be extensively tested 
prior to merge.
