Plasma 5.21 repo and soft feature freeze

Hello!

I'd like to request an exception for 
https://invent.kde.org/plasma/sddm-kcm/-/merge_requests/3.

It's 99% finished and just needs a few minor bugs fixed before merging. 
Hopefully it should be merge-able within a week (hopefully sooner than 
than).
