D29324: [Network Monitor] Show correct bitrate

REVISION SUMMARY
  Report the bitrate using SI prefixes, as is customary, instead of JEDEC
  prefixes. Furthermore, make sure the reported bitrate respects the
  user's locale when rounded.

TEST PLAN
  Works as expected across different locales.
