D27036: KApiDox: add "Plasma Workspaces Libraries" group info

REVISION SUMMARY
  Here the initial patch to get a plasma subcategory on api.kde.org started,
  as thought about by David E. in D26894 <https://phabricator.kde.org/D26894>.
  Though this will need some further thinking what the concept of that
  subcategory is. And how to help people with the naming clashes when it comes
  to Plasma-the-workspace vs. Plasma-the-lib.
  
  All that naming and descriptions have to be sorted out by you Plasma people,
  I just can get you started here with this :)
  
  So please someone commandeer this patch immediately, I have to pass on here
  given no own resources to work on this.
  
  And while there might be some people working on a successor for api.kde.org
  generation, those naming and grouping concepts are orthogonal, you will need
  to have an idea about this in any case, I think.

TEST PLAN
  cd ~
  mkdir plasmadox
  cd plasmadox
  ~/path/to/kapidox/src/kapidox_generate ~/path/to/kdecoration/
  firefox index.html &
  
  To update after editing the metainfo.yaml:
  rm * -r
  ~/path/to/kapidox/src/kapidox_generate ~/path/to/kdecoration/
  *reload in firefox*
