Plasma 5.18 repo freeze and announce prep

5.18 repo freeze was a while ago, new repos in 5.18 will be plasma-nano and
plasma-phone-components.  These two will be marked (in some way) as not
being LTS.

If you have new features which deserve to be highlighted in the announce
please add them to this file
