D29260: Clean up desktop config window size code and set a better default size

REVISION SUMMARY
  The desktop config window's sizing code is currently set in three different places and
  the initial window size is much too small (every time I watch a YouTube video of someone
  using Plasma and they change the wallpaper, the very first thing they do with this window
  is make it bigger). This patch fixes both of those issues.
