D24070: Don't use toolTipMainText to show info, rather use the second line

  I think it's redundant to say "change level" since the percentage is always the charge level. I also think keeping the language consistent is a good idea. The volume tooltip says "Volume at %", which is why I originally suggested "Battery at %".
