D24011: Provide a telemetrics kcm module for Plasma

  So this needs UI changes to be shippable:
  
  1. Don't ever use frames in QML, they look terrible.
  
  2. Make the layout more like this:

    Feedback: [] Allow KDE software to collect anomymous usage information
    
    Plasma:   [ combobox of options ]
              <label that explains what the currently-selected option in the combobox actually means>
