REVISION SUMMARY
  When there are no active downloads the update timer stops automatically but it was only restarted when a new download was created, not when one was paused and then unpaused.

TEST PLAN
  - Started a download, paused it through notifications, unpaused it: it now updated correctly again
  - Verified that the timer still stops automatically when there is no download running
