REVISION SUMMARY
  In Gimp's toolbox the tooltip colors were only applied to its background, not the text, leading to potentially unreadable text.

TEST PLAN
  5.12
  Gimp toolbox text is now properly readable with all colorschemes (e.g. dark brown on yellow in Honeycomb)
