D18929: Have task managers follow the desktop for window visibility behavior by default

REVISION SUMMARY
  Only shows the ones in the current desktop, unless configured otherwise.
  The current default keeps all the applications present on the task manager but invisible if they're in a different desktop which feels inconsistent.
