D23100: Let settings work with arbitrary input controls

REVISION SUMMARY
  Don't limit it to just check boxes.
  Check boxes will by default write into the `enabled` bool value whereas other controls have to specify a key and then will write the `value` or a bool for special `TRUE` or `FALSE`

TEST PLAN
  This is in preparation for new features that might use a combo box for some settings
