D16990: [kded] Change configuration storage path

REVISION SUMMARY
  As a preparational stepp change the configuration storage directory into the
  subfolder 'config' of the current directory.
  
  In most cases this means that configuration files from now on are read and
  written in the directory '$HOME/.local/share/kscreen/configs'.
  
  Imortant: This invalidates previous configuration files. They would need to
  be moved manually into the new directory in order to be read from again.
