REVISION SUMMARY
  This way a user searching for "click" will find the new location of double click settings.

TEST PLAN
  Translators: I request an exception from string freeze as this setting was moved to a new place in 5.13 without adjusting keywords which might come unexpected.
  Hoping they will try to search for that before complaining on the Internet about how that setting is gone.
  
  - Launched sytemsettings, searched for "click", got offered Input Devices (mouse), Window Management (for Alt-click and window activation stuff?), and now also "Desktop Behavior" (with single vs double click setting)
