Same exact issue - on Neon Xenial running Plasma 5.13. `acpi` and `upower` will
show the battery charge/discharge status correctly responding to AC plug on/off
events, but the plasmashell battery icon will remain on "plugged in" mode even
if I unplug.

Strangely, sometimes the battery icon will still say "plugged in," even though
when I click on the battery, it still says "discharging". Screenshot attached
below.
