D9848: Updated the blur method to use the more efficient dual kawase blur algorithm.

Restricted Application edited projects, added KWin; removed Plasma.


  Removed the option the cache blur.
  The reason was that since it was disabled in wayland (https://phabricator.kde.org/D9879) because it does not work properly, and we are moving towards wayland, and the fact that this new method is faster than the old one.
  This commit supersedes the patch linked above.
