D9549: Horizontally center shadows and make them bigger

  Yes, I did not realize that the menu shadows being small was actually a bug in how I made the patch. https://phabricator.kde.org/tag/vdg/ definitely would like them to be smaller than the window shadows. I'll put together a follow-up patch tonight or in the coming days. Thanks everyone!
