D10425: Fix appearance of the logout dialog on wayland

REVISION SUMMARY
  The logout dialog has a taskbar entry and appears like a regular window on
  wayland. By setting its role to Notification it overlays the panels and the
  frame can be disabled by setting the right flag in the constructor.

TEST PLAN
  Ran ksmserver-logout-greeter on X11 and wayland, looks the same now.
