REVISION SUMMARY
  make it possible for a Page to replace the content of the otherwise
  automatically generated toolbar
  The toolbar will go on top in case the toolbar mode is a toobar, and will go on the bottom
  replacing the FAB otherwise

TEST PLAN
  tested only on very simple custom items
