D9045: "New vault" action is now a tool button

REVISION SUMMARY
  The button to create a new vault now:
  
  - has an icon "list-add"
  - changed the button type to tool button

  Center the "Create new..." button when there are no vaults
  
  If the user hasn't created any vaults so far, make the
  "Create new vault" button centered
