D8711: Possibly no need to have klipper executed by default

  This was re-added recently for "other desktops".
  
  It shouldn't run on plasma though. It has both:
  
  NotShowIn=KDE;
  
  and
  
  X-KDE-autostart-condition=klipperrc:General:AutoStart:false
