Now on Plasma 5.9.4, I can see in the battery manager applet that Power
Management is suppressed by a tab in google-chrome-stable. The tab doesn't
exist, and Chrome isn't even running (confirmed with ps as root), but hey, at
least now there is some information that explains why the energy saving isn't
working.
