D5085: [DrKonqi] Drop "It is safe to close this dialog if you don't want to report a bug"

REVISION SUMMARY
  Since we no longer show that dialog right away but only if the user already chose "Report Bug" from the notification (or clicked the tray icon).

TEST PLAN
  No longer get the aforementioned paragraph, link for "about reporting bugs" still works
