D6310: Introduce KDE_NO_GLOBAL_MENU env variable to disable global menu

REVISION SUMMARY
  This allows to run specific applications with global menu disabled in case of issues.

TEST PLAN
  `KDE_NO_GLOBAL_MENU=1 kwrite` didn't export its menu now.
  
  Do we have a wiki do document these things?
