D6551: [Task Manager] Also respect visible property of configure action

Restricted Application added a project: Plasma.

REVISION SUMMARY
  When Plasma is locked down, configure actions are hidden.
  In Task Manager this was not taken into account and the action was only disabled but still listed.

TEST PLAN
  Put the following in kdeglobals
  
    [KDE Action Restrictions]
    plasma/allow_configure_when_locked=false
    plasma/plasmashell/unlockedDesktop=false
  
  Task Manager settings was no longer listed in Task context menus.
  Without the entries, it behaves as normal.
