Plasma/5.9 branches created

I've created the Plasma/5.9 branches for Plasma ahead of the beta
release coming up shortly.

Please continue to make bug fixes to Plasma/5.8 for the LTS edition,
and bug fixes for Plasma/5.9 for 5.9.0 due out in two weeks.  Do not
commit new features to these branches or change strings.  master is
open for features and we'll presumably have a Plasma team meeting as
usual after 5.9.0 is out.

Translators please update stable translations for Plasma/5.9, and LTS
translations for Plasma/5.8.

Git repositories are the same for 5.8 and 5.9
