REVISION SUMMARY
  Removes the need for the UI to explicitly do this on every action.

TEST PLAN
  Removed the manual invocations of `root.configurationChanged()` in `ConfigurationContainmentActions.qml` and adding, removing, changing actions enabled Apply button after I added a `Connections` for this signal
