New plasma-mobile mailing list

Hello Plasmoids,

On the popular request from people on Telegram group, we now have a
seperate Plasma Mobile list. Topic of mailing list is,

"This list is for discussing any topics that are specific to Plasma
Mobile and applications written or optimized for it.

Anything that affects other Plasma workspaces as well should be
discussed on plasma-devel"

Note, that unlike plasma-devel this mailing list is not just about
development but also users are welcome to discuss things.
