the lock screen was added in the display and monitor group in the System Settings survey 2 years ago. https://community.kde.org/images.community/2/2a/Systemsettings-organization-121053-ht-2.png
I don't know why it's landed in desktop behavior group. In the survey we have there Global Workspace Options (I think it's the workspace kcm now), Desktop Effects, Screen Edges an Virtual Desktops.

  - Desktop Effects
  - Screen Edges
  - (Workspace) kai will add new content we will see
- Extended Workspace
  - Virtual Desktop
  - Activities

Accessibility and screen lock are separate stuff. I know we had a survey 2 years ago, but some stuff was added and some was not moved according the survey and I didn't have a feedback why not.
