Breeze theme on lockscreen doesn't have keyboard layout indicator. For example,
if password is in latin letters, and current keyboard layout is cyrillic, it's
difficult to unlock screen unless you switch keyboard layout (which isn't shown
anywhere). 

Reproducible: Always

Steps to Reproduce:
lock screen

Actual Results:  
keyboard layout indicator is not visible 

Expected Results:  
Keyboard layout indicator should be visible on lockscreen.
