REVISION SUMMARY
  Fixes changing applet config from scripting.

  BUG: 370285

TEST PLAN
  Changed default panel layout.js as per bugreport, added new default
  panel and quicklaunch was correctly added with konsole and dolphin launchers
  and 2 maximum rows configured.
