[Differential] [Request, 94 lines] D1542: [kcms/input] Make mouse KCM work on non-X11

REVISION SUMMARY
  With this change the KCM is shown again on platforms != X11 and the
  X11 usage is guarded so that the KCM works.
  
  So far KWin as Wayland compositor is able to handle the right/left handed
  setting configured with this KCM.
