Require Qt 5.5

There is code depending on Qt 5.5, so let's properly specify the
dependency. It's fine to have this change in the stable branch as
the Plasma 5.5 release depends on Qt 5.5 anyway.

And no, at this time having stable using multiple versions of QT is not
supported. I hope to change that in the future, but until then, these have
to remain FTBFS or change back to 5.4.3

There is a band aid solution but I was told by Ben not to worry about it.
