This windows shows up periodically

Periodically after booting or unlocking my computer the power management window
will show up transparently over my desktop and will not close no matter what I
do. In addition when I click the power management icon (which is sometimes
missing) in the notification try it displays that portion of my desktop behind
the controls ( and even highlights them as I mouse over ). I have attached a
screenshot of the problem.
