REVISION SUMMARY
  This makes it consistent with the Breeze widget style.
  The other themes (Air and Oxygen) didn't even have a scroll bar background.

TEST PLAN
  Works. Looks a bit weird when I move my mouse directly to the handle as the SVG changes to hover with no transition but you still get the background fading in.
