  the plasma wayland protocol, that has things like window positioning and lask listing is designed to be accessible to the process of plasma shell and plasma shell only, because of the security issues those features pone
  (on compositors different from kwin such as weston or the gnome shell, window positioning or task listing instead will not be available at all, in any way)
