REVISION SUMMARY
  Make sure the tooltips always fly outside the dialog rather than ontop of its contents.

TEST PLAN
  Moved the panel to all four sides in left-to-right mode and worked the same.
  Moved the panel to all four sides in right-to-left mode and saw that vertical panels are just empty in right-to-left xD but otherwise works fine
