REVISION SUMMARY
  This ensures the desktop is only animated on login so it doesn't distract when Plasma restarts or a new output is added.

TEST PLAN
  For https://phabricator.kde.org/D2486
  
  Started plasmashell, desktop zoomed in, restarted plasmashell, desktop appeared right away.
  
  This avoids plasmashell-specific code in KWin. Of course if kwin restarts this will be reset but this is less likely than Plasma going down :)
