REVISION SUMMARY
  Animate the changing margins when available screen rect changes because a panel shows up on startup or the user adds/removes/resizes panels

TEST PLAN
  Startup looks nicer now, also the widgets moving around whne resizing panels and adding/removing them is less distracting.
  
  FolderView containment also gracefully re-layouts its icons
