Thinking about it, theoretically we could add a small QML item to the PlasmaExtraComponents.ScrollArea that installs an eventFilter that sets the transient property when it receives a TouchBegin/End/Cancel or MouseMove etc, or even make it on a global scale for the shell. However, having that right inside Qt would be best, of course.
