I have similar problem with my laptop. I am currently using Kubuntu 15.04
(Plasma 5.3).
The brightness slider doesn't change the brightness. The key board shortcuts
(ex: Fn + F5/F6) shows the brightness icon with slider moving but doesn't
change the brightness on screen.

I am using the following temporary fix:

I write values (0-4822) in the file
"/sys/class/backlight/intel_backlight/brightness" to change the brightness.
