The icon size is limited by available space within the task button frame. The
frame in the Breeze theme is wide enough to e.g. fit that strip you see to the
right of the spinner in comment #3. 

However, the margin sizes in the theme are currently wider for vertical vs.
horizontal, which is a bit odd. I'm not sure yet if this in the theme SVG files
or the panel code.
