It also makes the slow initialization of the panelcontroller a bit less painful.

Testing
-------

Works. However there's a little graphical glidge (a 5px high white strip) during the transition. I have no idea where that comes from. There has been a similar glitch in the 4.x version ever since the shadows were moved over to KWin.
