Disable the UI for adding mouse gestures as they don't work in the XCB port

I don't want to waste any time on it, as khotkeys needs a huge move for
wayland and might be dissolved into KWin in the near future.

5.4 is tagging tomorrow, so I'd rather just hide it than having
something we know doesn't work.
